Quote validity period: what happens when a transport quote expires

Why Pakistan ground-transport quotes carry short validity windows (fuel notifications, toll revisions, fleet capacity), how an expired request differs from a declined or provisional one, and how to re-quote or align approvals.

A quote validity period is the window during which a transport supplier stands behind the price and the vehicle it has offered you. Once that window closes, the figure is no longer an offer. It is a historical number. In Pakistan these windows tend to be short, and not because suppliers are being difficult: fuel prices are re-notified far more often than most buyers assume, motorway tolls are revised in steps, and a Hiace or a Land Cruiser promised to you for a Saturday wedding can be promised to someone else by Sunday. If your quote has lapsed, nothing has been refused. You ask for a fresh price, check what moved, and decide again. The short version

  • An expired quote is not a declined booking. It simply means the supplier’s offer lapsed before you accepted it. A new quote is a normal next step.
  • A new quote can be higher, lower or identical. It depends on what changed in between: fuel, tolls, the exchange rate if you pay in foreign currency, and how much of the fleet is already committed on your date.
  • Validity covers the price; availability is a separate question. A quote that is still “valid” on paper does not reserve a vehicle unless the supplier says so in writing.
  • For business buyers, the fix is procedural. Match your approval cycle to the validity window, or agree a pre-approved ceiling before the quote arrives.

Why transport quotes in Pakistan carry a short quote validity period

A ground-transport price is built from a handful of cost lines that move on their own schedules. A supplier who holds a price for too long is betting that none of them will move. Three matter most, and a fourth applies if you pay in a foreign currency.

Fuel is re-priced often, sometimes weekly

Pump prices for petrol and diesel are set by official notification, and the Oil and Gas Regulatory Authority publishes each one on its notified petroleum prices page. The cadence is worth seeing for yourself. Between 12 August and 19 September 2026 that page listed ten separate notifications, including runs on consecutive days in mid-August and then one a week through September. For a Lahore to Islamabad return or a week-long driver hire, fuel is burned on every kilometre of the job, so a supplier quoting today has no way of knowing what diesel will cost on your travel date three weeks out. A short validity window is how that uncertainty is kept honest rather than padded into your price.

Tolls change in steps, and sometimes in court

Motorway and expressway tolls are set by the National Highway Authority and revised periodically. In July 2026 the NHA revised toll rates on several motorways and expressways, including the M-1, M-3, M-4, M-5 and M-14, with the new rates reported as taking effect on 10 July (ProPakistani report of the July 2026 revision). A separate 50% additional toll aimed at vehicles without M-Tag, or with an insufficient M-Tag balance, was then held back by the Islamabad High Court, which in August 2026 extended its order stopping the NHA from collecting it (The Express Tribune on the IHC stay). On a single car journey the toll is a small part of the price. On a multi-vehicle convoy doing several motorway legs, it adds up, and a quote written before a revision is quietly wrong after it. Capacity is finite, and it is the part people forget

Fuel and tolls explain why the price expires. Capacity explains why the offer expires. A partner fleet has a fixed number of seven-seaters, coasters and premium saloons, and a fixed number of drivers willing to do an overnight run. When a supplier quotes you, it is quoting against a picture of its diary that is accurate for hours, not weeks. The further out and the busier the date, the more that picture changes while your quote sits in someone’s inbox.

If you pay in pounds, dirhams or dollars, the exchange rate moves too

Buyers booking from abroad often prefer to pay in their home currency. iDrive’s Terms of Hire state that prices are set in Pakistani Rupees, that other currencies are calculated from the PKR price using a reference rate refreshed periodically, and that the rate and margin are fixed at the moment you pay. In practice, that means the rupee price and the sterling price you see a week apart can differ even when nothing in Pakistan has changed.

How long is a quote valid? Reading the window on the page

There is no national rule in Pakistan that fixes how long a transport quote must stay open. Each operator, agency or platform sets its own window, and it can differ by service. So the honest answer to “how long is a quote valid” is: exactly as long as the quote says, and no longer. What you can control is whether you read the window correctly. Look for four things.

  1. A date and time, not a duration. “Valid for 48 hours” is ambiguous once it has been forwarded twice. “Valid until 18:00 PKT on 3 October” is not. If the quote only gives a duration, ask for the clock time and the time zone. A family in Birmingham and a driver in Gujranwala are four or five hours apart depending on the season.
  2. What exactly is valid. Some quotes hold the price only. Others hold the price and a specific vehicle class. Very few hold a named vehicle and driver until you confirm. The wording matters more than the headline figure.
  3. What is included in the number. Tolls, fuel, driver meals and overnight allowance, waiting time at the airport, parking, and extra stops. A quote that excludes tolls is less exposed to an NHA revision, but you carry that risk instead.
  4. What happens if you accept late. Does the supplier re-price automatically, ask you to request again, or honour the old figure at its discretion? If the quote is silent, assume a lapsed quote means a new conversation.

Booking request expired, declined or provisional: three different things

People use “my booking expired” to describe several quite different situations. Separating them saves a lot of anxious emails.

Expired

A booking request expired when the time allowed for one side to act ran out. Either you did not accept a quote in time, or the supplier did not respond to your request within the period it had to respond. Nobody has said no. The request is just no longer live, and you start again with current information.

Declined

A declined request is an active answer. The supplier looked at your date, route or vehicle and could not take the job, perhaps because the fleet is fully committed, the notice is too short for vetting, or the service is outside its coverage. A decline tells you something useful; an expiry does not. After a decline, change a variable (date, vehicle class, pickup time) before asking again. After an expiry, the same request can simply be re-sent.

Provisional

This one catches people out. On iDrive, the Terms of Hire say a booking request is made by choosing the service, route, dates and options and completing payment, and that it stays provisional until you receive a Booking Confirmation showing the assigned partner’s details, such as the driver’s photo, the vehicle registration and the vehicle class. A paid request is therefore not the same as a confirmed booking. The terms also say that some services, particularly wedding convoys and security guard hire, need at least 24 hours’ notice so partner confirmation and vetting can happen, and that the platform will not let you complete a booking inside that notice window.

Quote expired, what now? Re-quoting without losing a week

If you are staring at a lapsed quote, the fastest route back is to make the second request easier to answer than the first. Suppliers re-quote quickly when nothing needs clarifying.

  1. Re-send the same details, word for word. Pickup address with a landmark, drop-off, date, clock time, passenger count, luggage count, vehicle class and any stops. Changing one detail turns a re-quote into a new quote, which takes longer.
  2. Say it is a re-quote. Quote the old reference if there was one. It tells the supplier that the scope is already understood.
  3. Ask what changed if the price moved. A fair supplier can tell you whether the difference came from fuel, tolls, date demand or the exchange rate. You are not asking for a discount; you are asking for the reason.
  4. Accept or decline inside the new window. The approval bottleneck that killed the first quote is usually still in place.

Same price or new price?

Both happen, and neither is suspicious on its own. If the re-quote falls in the same fuel notification period, no toll change has taken effect and the date is not filling up, you may see the same figure again. If a fuel notification has landed in between, or your date has moved closer to a holiday, expect some movement. Prices can go down too; a fuel notification is not obliged to point upwards.

Price lock on a quote: what can be fixed and what cannot

A price lock on a quote is any mechanism that stops the figure moving between the moment you see it and the moment you travel. In ground transport, genuine locks are narrower than buyers hope.

  • Payment is the usual lock point. On iDrive, the Terms of Hire say the exchange rate and margin are fixed at the moment you pay and are not changed retroactively, and that the total shown at the time of booking includes all mandatory charges, with optional extras itemised and agreed before they are added.
  • A validity window is a soft lock. It protects the figure only until the stated time, and only if you accept inside it.
  • Fuel and tolls cannot be locked at source. No supplier controls OGRA notifications or NHA revisions. What a supplier can do is absorb the risk inside a fixed total, or pass it through with evidence. Ask which approach the quote uses.
  • Availability is locked only by confirmation. Paying for a request does not by itself assign a vehicle. The confirmation naming the partner, the vehicle and its registration is the point at which the capacity question is settled.

One trade-off to weigh: paying early fixes the currency figure but commits your money earlier, so the cancellation terms become part of the decision. Read the cancellation section of the Terms of Hire before you pay, and check the window shown for your specific booking at checkout, because the terms say a booking-specific window takes priority over the defaults.

Peak dates: Eid, the wedding months and the northern summer

Validity windows are at their least forgiving when everyone wants the same vehicles on the same days. Three periods deserve their own planning.

Eid

Both Eids move roughly eleven days earlier each Gregorian year, because the Islamic calendar is lunar, and the exact day depends on moon sighting. Eid al-Fitr in 2027 is expected around 9 to 11 March, and Eid al-Adha in 2026 fell in late May, according to the date tables on Wikipedia’s Eid al-Fitr article and its Eid al-Adha counterpart. If your arrival or family journey sits near an expected Eid, request quotes early, accept promptly, and assume that a lapsed quote will be re-priced against a much fuller diary.

Wedding season

Wedding transport rarely means one car. It means a decorated lead car, several family vehicles, perhaps a coaster for guests and a return run late at night. That is exactly the kind of multi-vehicle job where capacity, not the price, runs out first. iDrive’s terms treat wedding convoys differently from a single transfer: they need at least 24 hours’ notice so the partner can confirm and vetting checks can be done. The northern summer

Summer is the natural season for longer northern itineraries, partly because some high routes are seasonal; Babusar Pass on the road north of Naran often closes in winter because of heavy snow, and movement is limited in the monsoon too (Babusar Pass on Wikipedia). Multi-day driver hire in that season ties up a vehicle and driver for days at a time, so quotes for it are naturally short-lived. Before you request any northern quote, read the UK FCDO travel advice for Pakistan. At the time of writing it advises against all travel to a number of Khyber Pakhtunkhwa districts and to specific road sections, including the Karakoram Highway between Mansehra and Chilas. A route you should not be taking is not one worth holding a price for.

For procurement teams: align approval cycles to the validity window

Many corporate quote expiries are not a pricing problem. They are an approval-routing problem. The quote arrives on Tuesday, the budget holder sees it on Friday, and the window closed on Wednesday. Five fixes, roughly in order of effort:

  1. Ask for the validity window before you ask for the quote. If the supplier’s window is shorter than your approval cycle, you know in advance that the first quote will die.
  2. Set a pre-approved ceiling per trip type. For example, a standing approval for airport transfers under an agreed PKR amount, so the travel coordinator can accept inside the window without escalation.
  3. Batch predictable travel. A quarter’s worth of visiting-executive airport runs can be requested together, with one approval, rather than one quote at a time.
  4. Put the expiry time in the approval request itself. “Needs sign-off by 16:00 PKT Wednesday” gets a different response from “please approve when convenient”.
  5. Record why a re-quote moved. Keeping a one-line note (fuel notification, toll revision, date demand) builds the evidence finance needs to trust future variances without reopening each one.

Questions people ask

Is an expired quote the same as a cancelled booking?

No. An expired quote means an offer lapsed before anyone accepted it. No booking existed, so nothing was cancelled and no cancellation terms apply. Request a fresh quote with the same details.

Will the supplier honour the old price if I accept late?

Only if it chooses to. Once the stated validity time passes, the supplier is entitled to re-price. Ask, but plan for a new figure, particularly after a fuel notification or near a holiday.

Does paying lock the price and the vehicle?

On iDrive, the Terms of Hire say the exchange rate and margin are fixed when you pay. The vehicle question is settled by the Booking Confirmation that shows the assigned partner’s details; until then the request is provisional.
