Do I need a NICOP to visit Pakistan, and what a booking really needs

NICOP, POC or visa: which document gets British and dual-national Pakistanis through immigration, how long renewals take from the UK, and the short list of details an airport pickup actually needs.

Do I need NICOP to travel to Pakistan? Not necessarily. A NICOP is one of three ways in, and it is the right one only if you are still a Pakistani citizen. For citizens, including British-Pakistani dual nationals, a valid NICOP lets you enter without a visa and stay as long as you like. That is how the UK Foreign Office entry requirements page puts it. A valid Pakistani passport works too. If you gave up Pakistani nationality, or you were born abroad to parents who once held it, the Pakistan Origin Card (POC) is the document built for you. Everyone else applies for a visa through the government’s online portal before flying.

That covers the border. The second half of this guide deals with the question ID guides tend to skip: once you are cleared to travel, what does your airport pickup or intercity car actually need from you? Much less than people send. A name, a phone number that works on landing, and a flight number. Your CNIC scan and passport photo page belong with immigration, not in a driver’s WhatsApp.

The decision in one table

NICOP: who it is for and what it allows

NICOP stands for National Identity Card for Overseas Pakistanis. NADRA, the national registration authority, issues it. Now that NADRA has moved to smart cards, you will also see it written as SNICOP. The Pakistan High Commission in London’s NADRA page gives the eligibility plainly: a Pakistani citizen living abroad or a dual nationality holder, and the children of Pakistani nationals or dual-nationality holders.

What it does at the border

The UK Foreign Office says overseas Pakistani citizens with a valid NICOP or SNICOP may enter Pakistan without a visa and stay for an unlimited period. For a family flying in from Manchester for a long wedding season, that means no visa fee, no application and no exit date to watch.

It also helps when you leave. The same FCDO page says that to leave Pakistan you need an unexpired visa, a Pakistani national identity card or a Pakistani passport. A NICOP holder meets that requirement with the card itself.

What it does not do

A NICOP does nothing for your return to Britain. The FCDO reminds British dual nationals to carry a valid British passport or certificate of entitlement to re-enter the UK. Pack both.

There is a second trade-off that dual nationals from the United States should read carefully. The US State Department’s Pakistan page warns that if you travel on a NICOP or POC you will be considered a citizen of Pakistan, which may limit the help and communication it can offer if you are arrested. British travellers should weigh the same point before choosing which document to enter on.

The POC card for British Pakistanis who are no longer citizens

The Pakistan Origin Card exists for a group NICOP does not cover: people with Pakistani roots who do not hold Pakistani nationality. The London High Commission describes the POC applicant as a foreigner whose Pakistani nationality has been annulled, or someone born to parents who previously held Pakistani nationality, and it adds that family members can also apply.

In British-Pakistani families that usually means one of two people. The first is a grandparent or parent who renounced Pakistani nationality at some point. The second is a UK-born son or daughter who never became a Pakistani citizen, even though a parent once was. Pakistan’s nationality rules, as summarised on Wikipedia, give children born abroad citizenship by descent if either parent is a citizen other than by descent, though children born before 18 April 2000 could inherit it only through their father. That is why plenty of UK-born children are in fact Pakistani citizens and belong on the NICOP side of the table, not the POC side. If you cannot say for certain which side you are on, sort that out before you choose a card.

Applying for a Pakistan origin card

POC applications from the UK are online-only. The High Commission says manual booking has stopped and applicants should use NADRA’s Pak-ID portal, and it will not serve POC walk-ins. Build that into your timeline. There is no turning up at a NADRA desk in London the week before a flight and leaving with a card.

At the border, a valid POC does the same visa-free job as a NICOP. The US State Department says holders of either do not need a visa, and an FIA Immigration leaflet on the London High Commission’s site describes a valid NICOP or POC as “a Visa for Overseas Pakistanis”. The FCDO page names only NICOP and SNICOP, so confirm current POC terms with the High Commission before you rely on one.

NICOP or Pakistan visa: when the e-visa is the better route

The Pakistan online visa portal lists visit, business, student, official and work categories, and says the system is open to citizens of 175 countries. It also shows visa-on-arrival eligibility under the tourist and business categories for some nationalities. Check whether yours is one of them on the portal itself, since lists like that change. The portal is also clear that you should plan travel only once you have a valid visa, and that the decision rests with the Government of Pakistan.

A visa makes sense when:

  • You are not a Pakistani citizen and do not qualify for a POC. A British spouse with no Pakistani heritage, for example, or a colleague coming for a family wedding.
  • Your NICOP has expired and you would rather not rely on the renewal-slip route. The renewals section below explains that route and its limits.
  • You are a dual national who has decided, for consular reasons, not to enter as a Pakistani citizen. That is a personal call. The US State Department wording above is the kind of thing that drives it.

A NICOP makes more sense when you visit often, stay long, or travel with children who are also Pakistani citizens. One card covers every trip without a fresh application.

Whatever you use, check your passport. The FCDO says it needs an expiry date at least 6 months after the date of your visa application. The US State Department asks for 6 months’ validity beyond arrival and two blank pages. If you are close to either limit, renew the passport first.

Dual nationals and children

Pakistan allows dual nationality only with a limited set of countries, and the United Kingdom is one of them. So for most British-Pakistani families the question is not “can I be both?” but “which document do I travel on this time?”

Adults holding two passports

A workable pattern for a British-Pakistani adult looks like this:

  1. Leave the UK on your British passport.
  2. Enter Pakistan showing your NICOP (or Pakistani passport), so no visa is needed.
  3. Leave Pakistan on the same Pakistani document you entered on.
  4. Re-enter the UK on your British passport.

Keep the documents consistent, and keep both passports and the card in your hand luggage, not in a suitcase in the hold.

Children

Children cause more last-minute trouble than adults, for three reasons.

  • Eligibility runs through the parents. The London High Commission says children of Pakistani nationals or dual-nationality holders are eligible for NICOP. It also says the parents’ and spouse’s NADRA cards should be valid, and that an expired parent card must be renewed first. In practice a child’s application can stall on a parent’s lapsed card.
  • Proof of relationship. The US State Department advises carrying a copy of each child’s birth certificate or other evidence of your legal relationship. The FCDO notes that single parents or non-parents travelling with Pakistani-origin children may need documentary evidence of parental responsibility before leaving Pakistan. Grandparents bringing a grandchild home after the summer are exactly the people this catches.
  • Mixed households. One parent may be a citizen and the other not. One child may be registered and a sibling not. Work through the table above person by person rather than assuming the whole family travels on the same basis.

Renewals and timelines

Most ID problems before a trip are really timing problems. For UK applicants, the London High Commission publishes three NICOP processing tiers. The prices below are copied from its page at the time of writing and will change, so treat them as an indication and check the High Commission’s current NADRA fees before you pay.

Read that table backwards from your flight date. With an Eid or wedding trip ten weeks away, Normal is realistic. At three weeks away, even Executive leaves you a few days of margin and a courier to trust.

If the card has already expired

An expired card is not automatically a missed trip. The London High Commission hosts a Federal Investigation Agency (FIA) Immigration leaflet saying that overseas Pakistanis whose NICOP or POC has expired can get a renewal slip from any NADRA overseas office and travel on it. Anyone who lands without a slip can ask FIA officers at arrivals for a landing permit. Leaving works the same way: renewal slips are issued at NADRA kiosks near immigration, so an overseas Pakistani can depart without visa-overstay charges. Expect to show the expired card, or proof of Pakistani origin such as a parent’s CNIC with your birth certificate.

The leaflet is undated, and the FCDO page still speaks of a valid NICOP. Treat the slip as a fallback, not a plan. Start the renewal, carry the slip, and check the position with the High Commission before you fly.

A renewal calendar that actually works

  • When you book flights: check the expiry date on every card and passport in the party, including the parents’ cards a child’s application depends on.
  • Twelve weeks out: start any NICOP renewal on the Normal tier. If you plan to visit a NADRA office, book an appointment first. The High Commission says walk-ins without an appointment will not be served.
  • Six weeks out: if a renewal has stalled, choose between upgrading the tier, a visa, a valid Pakistani passport or the renewal slip.
  • Before departure: make sure you will get an entry stamp. The FCDO warns that leaving Pakistan is difficult without one, and says anyone whose visa has expired should apply online for an exit permit before travelling.

A safety note that is not about paperwork

Having the right ID does not make every destination sensible. The FCDO’s Pakistan travel advice advises against all travel to Balochistan, to Peshawar and many other Khyber Pakhtunkhwa districts, and to within 10 miles of the Afghan border and the Line of Control. It advises against all but essential travel to Azad Jammu and Kashmir, where many British-Pakistani families have roots, and to parts of Sindh and Punjab, including Dera Ghazi Khan. The FCDO warnings page notes that travelling against this advice can invalidate your insurance, and it changes often. Read it for your family’s actual district before you plan any road travel.

What ID does a taxi booking need?

Here the border half of the problem ends and the transport half begins. It is where families tend to over-share. Immigration needs to know who you are. A driver needs to know who to look for, where to be, and how to reach you. Those are different questions, and the second takes far less data.

For an airport pickup or an intercity car, a well-run operator needs:

When the person paying is not the person travelling, split the details deliberately. The payer’s contact goes on the booking record. The passenger’s name and phone go to the driver. Why not to send CNIC or passport copies to suppliers

A CNIC or NICOP number, together with a photo and a date of birth, is most of what someone needs to impersonate a person. A passport photo page is the same. Once either has been sent into a driver’s phone gallery or an unmonitored WhatsApp group, you cannot pull it back.

UK data protection law has a name for the right instinct here. The ICO’s guidance on data minimisation explains that personal data should be “adequate, relevant and limited to what is necessary” for the purpose. That principle binds organisations, not families. Even so, it works as a household test: if a detail does not help the car arrive at the right door, it does not need to leave your hands.

Red flags worth pausing on

  • A request for a CNIC or passport scan “to confirm the booking”.
  • Pressure to send ID images to a personal number rather than through a booking channel.
  • No written confirmation, and no way to see what was agreed.

What stays with the traveller

These stay in the traveller’s hand luggage, not with any supplier:

  • The entry document that fits your status: NICOP, POC, Pakistani passport or visa.
  • A passport valid for at least 6 months, with blank pages.
  • Your British or other foreign passport for the journey home.
  • Children’s birth certificates, and parental-responsibility evidence if one parent is not travelling.
  • A note of the portal or office to contact if a card or visa runs out during the stay.

Questions people ask

Can I travel to Pakistan on a British passport without a NICOP?

Yes, with a visa applied for in advance through the official Pakistan online visa portal. The FCDO says a visa is required, and separately that overseas Pakistani citizens holding a valid NICOP or SNICOP can enter without one.

Is a POC the same as a NICOP?

No. A NICOP is for Pakistani citizens abroad, including dual nationals. A POC is for people of Pakistani origin who are not Pakistani citizens, such as those whose nationality was annulled or whose parents once held it. The London High Commission sends POC applicants to NADRA’s online portal.

How long does NICOP renewal take from the UK?

The London High Commission lists about 6-8 weeks for Normal processing, 4-5 weeks for Urgent and 2 weeks for Executive. Fees differ by tier and change over time, so check the current figures before applying.

What ID does a taxi booking need in Pakistan?

Normally just the passenger’s name, a working phone number, the flight number for airport pickups, passenger and luggage numbers, and the destination. A transport booking should not need CNIC, NICOP or passport scans.
