Pakistan visa for UAE residents: planning a company visit from the Gulf

Short answer: a Pakistan visa for UAE residents depends on the passport you hold, not the Emirates ID in your wallet. Pakistani passport holders and holders of a NICOP need no visa at all. Most expatriate nationalities living in Dubai, Abu Dhabi or Riyadh apply online through the Pakistan Online Visa System run by NADRA, choosing the business category if the trip is for a company. Business visas can run up to five years with multiple entries, and applicants from countries on Pakistan’s Business Visa List get a decision target of 24 working hours; everyone else should plan on about four working weeks. Indian and Somali nationals are the exception the embassy flags: their applications are not processed online through the standard route.

That is the paperwork. The part most visa pages skip is what happens after the stamp: a Gulf team usually lands late in the evening after a working day, needs a car at the kerb within the hour, and has a meeting at nine the next morning. Decision summary for a Gulf company visit to Pakistan

Before anyone fills in a form, sort the travelling party into groups. A typical Gulf company visit to Pakistan mixes nationalities, and each one takes a different route to the same airport.

The practical rule: book the flight only when the slowest member of the group has a visa in hand. Refundable fares cost more, but a non-refundable ticket for someone waiting on a four-week application is a gamble the finance team will remember.

Who actually needs a visa

Pakistani nationals and NICOP holders

If you travel on a Pakistani passport, there is nothing to apply for. The same largely holds for dual nationals and people of Pakistani origin who carry a National Identity Card for Overseas Pakistanis. The UK Foreign, Commonwealth & Development Office states that NICOP or Smart NICOP holders can enter Pakistan without a visa and stay for an unlimited period. The Directorate General of Immigration & Passports publishes the wider visa-exempt categories on its visa categories page.

One trap for Gulf-based families: the UAE or Saudi residence permit has nothing to do with Pakistani entry, but it has everything to do with getting back into the Gulf. A trip that runs longer than planned, or a residence visa renewal that falls due while you are in Lahore, is the real risk here.

Expatriates resident in the UAE or Saudi Arabia

For a British, American, European, Filipino or Egyptian manager based in Dubai, residence in the UAE does not create a special category. You apply as a citizen of the country on your passport. The NADRA portal says the online system is open to citizens of 175 countries, and that citizens of 95 countries can apply for visa on arrival under the business category. The same logic covers a Pakistan visa for Saudi residents: your Iqama is supporting evidence of where you live and work, not a basis for entry.

A note on Gulf nationals themselves. Wikipedia’s summary of Pakistan’s visa policy records Gulf Cooperation Council citizens as visa-exempt from 14 August 2024. That is a secondary source, so an Emirati or Saudi colleague should confirm their own position on the Pakistan Online Visa System before flying.

Applying for a Pakistan e visa from Dubai or Abu Dhabi

There is no separate “Gulf” portal. A Pakistan e visa from Dubai goes through exactly the same NADRA system a traveller in London or Toronto uses. The Embassy of Pakistan in Abu Dhabi says on its visa page that visas for nationals other than Indian and Somali passport holders are processed online, and it encourages applicants to use the Pak-ID mobile app, which it describes as the preferred route for what it calls Visa Prior to Arrival cases.

Two cautions about timing. First, Wikipedia’s visa policy article reports that the free Visa Prior to Arrival, which it describes as usually issued within 48 hours, was suspended from 1 January 2026, and that applicants under the current online regime should expect 7 to 10 business days and a nationality-based fee. The embassy page still refers to VPA cases, so the two sources are not fully in step; treat the NADRA portal as the authority on the day you apply. Second, NADRA’s own business visa page is explicit that an application sent back for review restarts the processing timeline, and that it is cancelled if not resubmitted within seven days. One missing letter can cost a week.

A clean sequence for the travel coordinator

1. Confirm each traveller’s passport has at least six months of validity. The FCDO measures this from the date of the visa application, not the date of travel.
2. Ask the Pakistani host company to raise the invitation through Pakistan’s E-Business Invitation Letter System. NADRA names this system specifically for the invitation letter.
3. Collect the supporting documents listed in the next section, scanned cleanly, before anyone opens the portal.
4. Submit one application per traveller under the business category, not the visit category, if the purpose is meetings, site visits or contract work.
5. Save the grant letter as a PDF and print it. Keep a copy with the travel coordinator in Dubai, not only on the traveller’s phone.
6. Only then confirm flights, hotel and ground transport.

Business visa documents for a company-sponsored visit

NADRA’s business visa page sets out the core set: a photograph, the passport, and proof that the Pakistani side is a real company, such as its SECP or Chamber of Commerce certificate. The invitation comes through the e-business invitation system. As alternatives, NADRA accepts a recommendation letter from the chamber of commerce and industry of the applicant’s own country, or a letter from an honorary investment counsellor of the Board of Investment or a commercial attaché.

The Directorate General of Immigration & Passports describes the same framework: missions may grant a five-year multiple-entry business visa within 24 hours to businesspeople from the 96 countries on its Business Visa List, backed by one of those recommendation or invitation documents. It also describes a 30-day business visa on arrival on the same documentary basis. The DGIP and NADRA counts (96 and 95) differ slightly, which is a reminder to check the live list for each passport rather than rely on a number in an article.

What a Gulf employer should add to the pack

What makes a file easy to approve is consistency across documents. From a Dubai or Riyadh office, that usually means:

• A letter on company letterhead stating the traveller’s role, the purpose and dates of the visit, and who pays for the trip.
• A copy of the UAE residence visa or Saudi Iqama, so the application shows why a non-Emirati is applying from the Gulf.
• The company’s trade licence. The Abu Dhabi embassy lists it as a business-visa document on its paper route, and it costs nothing to include online.
• A named contact at the Pakistani host company, with a working mobile number and CNIC, matching what appears on the invitation.
• A simple itinerary: city, hotel, meeting address. It does not need to be elaborate; it needs to match the dates on the letter.

Mismatched dates between the employer letter, the invitation and the flight booking invite a query that was easy to avoid. Settle the dates first, then write the letters.

Indian and Somali nationals: the paper route

Many Gulf companies employ Indian engineers, finance staff and project managers, so this matters more than it looks. The Abu Dhabi embassy’s list for Indian nationals is long: a UAE residence visa issued in Abu Dhabi or Al Ain, a passport with at least six months of validity, nine photographs, an original no-objection certificate from the local sponsor with eight copies, nine copies of the passport and residence page, an invitation from the Pakistani contact with eight copies, and, for business visas, the trade licence plus recommendations from the chambers of commerce on both sides. The embassy asks for submission six weeks in advance, forms typed in bold capitals, and a fee paid at the UBL counter inside the embassy. Residents of Dubai and the northern emirates should check the instructions of the Consulate General of Pakistan in Dubai rather than assume the Abu Dhabi list applies to them.

Flights from the Gulf and what time you really land

Few regions have as many direct flights into Pakistan as the Gulf. The airline tables on Wikipedia’s airport articles show Islamabad International served from Dubai by Emirates and flydubai, from Abu Dhabi by Etihad, and from Riyadh by flyadeal, with Pakistani carriers such as PIA, Airblue and AirSial covering the same Gulf cities. Karachi’s Jinnah International adds Emirates, flydubai, Airblue and PIA from Dubai, and Air Arabia from Sharjah. Lahore has its own mix of Pakistani and Gulf carriers. Networks shift season to season, so confirm on the airline’s own site before building the plan around a flight number.

The clock matters as much as the carrier. Pakistan Standard Time is UTC+5 and Pakistan does not observe daylight saving, so the clock jumps forward an hour for a team flying in from Dubai and two hours for one from Riyadh. That is how a flight that leaves after office hours in Dubai lands well after dinner time in Islamabad. For a business trip to Pakistan from Dubai, plan around three arrival windows:

• Late evening. The commonest pattern for people who work a full day first. Immigration, bags and the walk out can take a while, so the car should be booked for the landing time, not the scheduled arrival plus a guess.
• Small hours. Sometimes the only seat left, but the hotel check-in and the next morning’s meeting need to be planned around very little sleep.
• Midday. Kinder to the traveller, but it costs a working day in the Gulf office. Often the right call for a senior visitor with a morning meeting the next day.

The FCDO also advises allowing extra time at airports for security screening, which applies on the way out as much as the way in.

Safety checks before a company visit

Islamabad, Lahore and Karachi city are not among the areas where the FCDO currently advises against travel. The same advice does, however, advise against all travel to most of Khyber Pakhtunkhwa, including Peshawar city, and to Balochistan, and against all but essential travel to places including northern Sindh north of Nawabshah and Azad Jammu and Kashmir. If a site visit, supplier or project is in one of those areas, treat it as a specialist security matter for your company’s risk team, not a line item for the travel desk. Two further lines from that page shape the ground plan directly. The FCDO advises visitors to avoid street taxis, e-taxis and app-hailed taxis and to use reputable, licensed companies, and to carry photo ID at all times. For a visiting team that means a pre-arranged car and a driver who knows the traveller’s name before the flight lands.

Paying in AED or SAR versus PKR

Gulf finance teams like to see costs in dirhams or riyals. Pakistani suppliers price in rupees. Both can be true at once, provided everyone knows which figure is the real one.

What to put in a single request

1. Arrival leg. Flight number, airport, landing time, number of passengers and bags. Islamabad International sits about 25 km from central Islamabad, near Fateh Jang, and connects to the capital by the Srinagar Highway and to the Lahore and Peshawar motorways, so the hotel’s location decides how long the first drive is.
2. Hotel address. The exact building, not just the area. In Lahore, “near Gulberg” is not an address.
3. Meeting-day car. Start time, each address in order, whether the driver waits between meetings, and a rough finish time. A half-day or full-day arrangement is usually simpler than a string of point-to-point rides.
4. Departure leg. Hotel pickup time worked back from the flight, allowing for traffic and airport screening.
5. A named traveller and a named coordinator. The traveller’s mobile number for the driver, and the Gulf office contact who can make decisions if a flight moves.

The airport is a business decision, not only a travel one.
